This October, as we observe the 22nd annual Cybersecurity Awareness Month, the Public Safety Threat Alliance (PSTA) is excited to announce a significant milestone. Our community has grown to over 2,000 member organizations, united in their commitment to defend public safety from increasingly sophisticated cyber threats.

We are immensely grateful for the opportunity to support the public safety community, helping to protect the critical communications systems that are vital to their no-fail missions and the safety of the communities they serve.

The journey begins

The journey of the Public Safety Threat Alliance (PSTA) began with its establishment in April 2022 by Motorola Solutions. The clear vision at its inception was to create an information-sharing and analysis organization (ISAO) dedicated to advancing global Public Safety cybersecurity.

The PSTA was formed to address the critical need for public safety-focused cyber threat intelligence to help public safety organizations mitigate risks and maintain continuity of operations effectively. The PSTA is recognized as an ISAO by the U.S. Cybersecurity and Infrastructure Security Agency (CISA).

2024: a milestone year

2024 was a milestone year for the PSTA. Membership had grown to 1000 organizations and was opened to commercial entities. Services continued to be expanded and the PSTA launched the dark web monitoring service early in the year and has since alerted members to over 5,315 validated stolen credentials, helping them mitigate a primary initial access vector used by cyber threat actors.

The inaugural Exercise Knight Siren PSTA public safety Table-Top Exercise (TTX) was held in April of that year, with over 25 participants representing public agencies across North America, as well as representatives from the U.S. federal government.

2025 is another milestone year

Throughout 2025, the presence and influence of the PSTA have continued to grow. The second Exercise Knight Siren TTX in May had grown to 36 participants with additional representation from U.S. federal government agencies.

In June 2025, the PSTA, in conjunction with the Multi-State Information Sharing and Analysis Center (MS-ISAC), released a joint report highlighting an increase in attacks on public safety agencies’ mission-critical systems, including radio communications, computer-aided dispatch (CAD) and emergency call handling (ECH) systems. These attacks negatively impacted system availability, resulting in significant disruptions and operational challenges.

With October 2025 and the 22nd annual Cybersecurity Awareness Month, the PSTA has reached another significant milestone, with its community having grown to over 2,000 organizations. This milestone underscores the profound importance of collective defense against constantly evolving cyber threats, with more members contributing to better threat intelligence and greater security for all.

Focused on cyber threats to public safety

Throughout its journey, the PSTA has remained focused on cyber threats to public safety critical communication systems, including land mobile radio (LMR), 9-1-1 emergency call handling and computer-aided dispatch (CAD), striving daily to share insights, mitigations, best practices and actual indicators from attacks to advance cybersecurity across this vital mission-critical infrastructure sector.

Reaching this milestone of more than 2,000 members highlights the importance of collective defense against constantly evolving cyber threats, underscoring that more members mean better threat intelligence and greater security for all.

The PSTA’s role in cybersecurity awareness

Cybersecurity Awareness Month is a collaboration between government and industry professionals to promote safer online practices. At the PSTA, we focus daily on threats to public safety systems. We share insights from real-world attacks, along with mitigations and best practices, to strengthen this vital infrastructure sector.

Public safety agencies are on the front lines, and their mission-critical systems have become a prime target for cyberattacks. To counter these threats, PSTA members receive a suite of no-cost services, including threat reports, vulnerability alerts and dark web monitoring. By working together, we can fortify public safety agencies against cyber threats.
