Every October at Motorola Solutions, we celebrate the 21st as “10-21 Day.” Today, we applaud the nearly 300,000 law enforcement professionals using our innovative solution to make their jobs safer and more productive while seamlessly communicating with their communities.

10-21, radio code for “make a call,” is one of law enforcement’s most popular mobile apps. At its core, the technology allows officers to make calls to citizens that get answered. Calls are made from local, not blocked, phone numbers without revealing an officer’s personal number and encouraging call pick up.

The community benefits from transparency, faster response times and a confidential way to receive calls directly from the officer assigned their case. The callback request ensures officer privacy and allows them to call back when it is safe to do so or when they are on duty. 

Last year alone, the app helped facilitate 6 million calls from the police to the public. 

Embracing new agency offer and Call Recording 

In the past, 10-21 Police Phone was only available through an individual purchase and download. Today, the solution is available for an agency to purchase, which includes a call recording and administrative dashboard to track 10-21 operations. This new agency offer was unveiled on 10-21 Day last year, and we showcased the Call Recording feature for customers at Summit 2024. Since then, agencies throughout the country have started to adopt the technology and are already reaping the benefits. 

Call Recording was designed to address what we call “the final mile of transparency.” It captures and stores interactions between law enforcement and the community, providing a comprehensive record for everyone involved. It’s not only about protecting officers from unfounded allegations; it’s about creating a culture of transparency and accountability. 10-21 enhances the safety of both officers and the public while fostering trust between the two. 

The benefits of agencies adopting 10-21 Police Phone go beyond capturing conversations. An early adopter of the solution has already seen significant operational efficiencies. They estimate that by equipping their patrol officers with 10-21 it could equate to a 40% reduction in non-emergency call traffic.

Powerful new software integrations 

We’ve been busy with new integrations that make field-based operations more efficient.

Responders using PremierOne Mobile, Flex Touch and CommandCentral Responder can now dial any phone number directly from those apps using the integrated 10-21 Police Phone technology. Users simply tap on a phone number within the app, and it will automatically dial the number for them. 

Gone are the days of memorizing ten-digit numbers or switching between apps. This innovative enhancement ensures that officers can stay focused on their tasks without this additional distraction. It’s a small but powerful improvement that makes a world of difference.

Refresh for enhanced usability 

Since last 10-21 Day, the 10-21 Police Phone received a makeover that includes a modernized user experience. We’ve updated the app with a fresh new look and feel, making it even easier to use than before. 

We moved the navigation bar to the bottom so that users can quickly jump between the features they need. We’ve also added data and actions to ensure that every part of the app is optimized to provide the most important details right where and when officers need them. 

It’s not just a facelift; a lot of work has gone into the backend of the product to allow for additional capabilities and integrations that connect 10-21 Police Phone to relevant Motorola Solutions products. 

10-21 is also doing its part to address false AI content. We are happy to announce the adoption of the C2PA standards to ensure content provenance and authenticity of all 10-21 call recordings. 

Looking Ahead to 2025

The 10-21 Police Phone solution is constantly evolving to meet the changing needs of law enforcement. In 2025, users can expect more integrations with critical law enforcement tools, deeper data analytics and advanced call capabilities for better community connections.
